Complex for monitoring the use and protection of aquatic bioresources (CMUPAB)

The Problem

A) World fisheries for aquatic bioresources (fish, crabs, marine mammals) are poorly controlled. The control bodies of fishing for aquatic bioresources of different countries do not have sufficient means of analyzing information on the progress of their production by fishing vessels and their owners, who violate fishing rules with impunity, such as: - catch of prohibited extraction of biological resources; - fishing at an unspecified time and place; - catch of biological resources over the permitted volume quota; - illegal transfer of biological resources on Board other vessels; - evasion of fishing vessels from the state control in the process of transportation of biological resources; - illegal unloading of biological resources in ports; - etc. These problems require detection and suppression with the aim of punishing the perpetrators according to the law. B) Anthropogenic factor of uncontrolled fishing of biological resources and global planetary climate changes lead to changes in the number of biological resources on the Planet and their habitats. These changes require constant monitoring and forecasting in order to determine catch quotas, areas of marine biological resources fishing, as well as optimization of actions to control their production and protection.

Our Proposal

The information Complex for monitoring the use and protection of aquatic bioresources (CMUPAB) submitted for competition solves the following problems: A) Collecting information on the status of the fishery resources in the planet from a variety of sources: - fishing vessel; - state regulatory bodies; - environmental organization; - et al. B) Analysis of the behaviour of fishing vessels (in real time and in post-processing mode) for: - movement of the fishing vessel in a given area or from the area of fishing of biological resources; - setting or sampling of fishing gear; - reloading of biological resources on Board other vessels and assessment of the expected volumes of reloading; - fishing for biological resources in the permitted area at the permitted time; - transportation of biological resources to the port; - evasion of the fishing vessel from the areas in which the fishery is controlled by state or authorized state bodies; unloading of marine ports and anticipated volume of discharge; - other violations of the conditions of fishing for biological resources in accordance with the laws of the state, whose bodies exercise control. C) Analysis of the data sets on the progress of bioresources fishing (in the mode of subsequent processing) for the subject of: - identification of the areas of the most intensive fishing of marine biological resources; - determination of seasonal fishing areas of given biological resources by fishing vessels; - et al.

We Assume that...

A) Finalization of the Draft, taking into account the correction of the list of tasks.

B) Creation of a multilingual version (English, German, French, Spanish, Russian, etc.) of the Project and promotion of the Project at the international level.

C) Creation of the website (portal) devoted to control of use and protection of water bioresources.

D) Creation of the international system of "control of use and protection of water bioresources" on the basis of developments of the Project.

Constraints to Overcome

The main task is to develop an international system for sustainable use of aquatic biological resources, which solves the following problems: A) Collection of information on the harvesting of biological resources at the international level. B) Processing of the specified information and issue of recommendations to the governments of the States on ensuring sustainable use of bioresources. C) Control of fishing actions by States and issuing warnings to States-violators (through the UN). The main barrier to the development of the project is the opposition of poaching lobbies at the state level.

Current Work

A) Establishment of an international monitoring system for the use of marine biological resources (global challenge). B) Development and implementation of algorithms for analysis of the behavior of ships (commercial task). C) Preservation and optimization of production of the maximum number of species of marine life on the planet (environmental problem).
